Google cache redirects

Where is Google getting the Title and site Description from?

When I want to see what Google sees on a cloaked site I look at Google's cached version like everyone else.

Sometimes when I do this I get redirected straight back to the main site so I turn off JS so as not to be redirected and try again.

Then I do get to see Google's cache but sometimes it appears blank so I view source and see the code.

Fine except I have found one site that when I view source there is nothing - nothing after the Google cache header that is.

So I have three questions:

1. Where is Google getting the Title and site Description from?

2. Why would anyone want to do this?

3. Would Google take any action if is reported?

I wonder if the SERP title and description come from the same time as the cache. If due to fresh crawling they're out of sync, then you might see the behaviour described.
