I have been noticing more PR0 pages lately. And I have been wondering if all it means is that the page has no links, or only 1 or 2 PR1 or PR2 links to the page.
I used to think PR0 was always a penalty, but now I think that it just means there is little or nothing linking to the page.
I am curious to hear what others believe...
One dodgy link shouldn't affect anything. And if the pages are somewhat related ("schools" in the page title or a head tag, mentioned somewhere close to the link, etc., on both pages) it might actually be a good one.
In this site's case it might actually be coming up in the world -- from a gray bar "not rated" to a PR<1 "slightly rated."
Many folks believe -- and it does look like -- that the Google toolbar rounds PR down. An actual PR 5.4 would show as PR5. Similarly, PR.2 shows as PR0.
