when is the best time to post changes. I've just posted some today. When might they show in the index?

there is no "best" time. always add new content. your newest changes that you made should show up after the next update (usually at towards the end of every month).

Every day. But most importantly immediately following the update. If the freshbot picks them up there is a chance of getting listed tomorrow. Perhaps even the same day...
