Google tracking all outbound clicks now?

is this new or have I just not been paying attention?

I know Google used to just show all results for your search and not track your outbound clicks on the results,
then they started experimenting with outbound click tracking on selected keywords late last year (right?)

Now is seems ALL searches (from all datacenters) have outbound link tracking?
Am I just being clueless and has it been this way for awhile? Or is this something new?

look at the outbound links for the results:

[google.com...]

I thought GoogleGuy said they don't do that: [webmasterworld.com...]

This happens quite regularly. If you come back a few minutes later, this "tracking" won't show up anymore.
