Getting from PR7 to PR8

I have a few sites with a PR7... what I'd really like to achieve is a PR8 and I believe I have one site which might be getting there...

Question is 1) is there any way I can tell if I'm nearly there...?

2) does anyone know what % of sites are PR0 through to PR10...? I guess 3 or 4 (or 0) is the most common, and 10 of course is well under 1%...

The national org. website for a not for profit organization I'm involved with is a PR 7. Probably around 1000+ pages, perhaps more, and about 4,100 PR4 or better backlinks.

I've no clue if it's a low low 7, mid-range 7 or even a high high high, justabouttabecomeaPR8 7.

A lot less than 1% I'd say!

But I don't think it really matters anyway.

Going from a PR7 that is PR8 - 2 backlinks to a PR7 that is PR8 - 1 backlink is probably the same as going from a PR7 that is PR8 - 1 backlink to a PR8. Simply because the toolbar's display goes from PR7 to PR8 is not an indication that the SERPs are going to change dramatically in your favor.. it's just a gauge rounded to the nearest integer (though it would be nice if it were rounded to, say, three decimal places) :-).
