I'm considering exchanging links with a PR7 site, but the actual page where the link would be located is PR0 (white - no green). I know you can't tell the reason for the PR0, a new page or penalized, but I'm not sure if there is any value to this kind of a link or not. If it was a penalty, wouldn't the penalty carry over to the other pages of the site? Do some new pages not get page rank for a month or two?

Opps, I made a mistake. The toolbar is completely grey, so I guess the page just hasn't been indexed yet. So to rephrase my question. Is it worth getting a link from a page like this. I guess I would hope it would pick up some pagerank from that PR7 homepage, but I'm nervous to link to a page with no PR.

EasyCall, what's the story with other pages on the site? And are there others they link out from? If so, check those out also. Check the robots.txt and meta tag, I've seen some that deliberately exclude link pages. Have a good look around the site, and go a step further and see who's linking to them.

The other pages are all high PR also, so I did as you suggested and checked robots.txt and sure enough he has disallowed all UAs from that directory. What a scum-bag - He gets tons of links from innocent, well meaning webmasters and then gives them nothing in return as far as link popularity goes! I sure learned a good lesson tonight - always check robots.txt of any site you're linking to.

Scum-bag indeed. I came across such people myself. Especially if it's a field where people don't know squat about seo and pr etc and they have no idea they're giving the guy PR with nothing in return.
