What is the Froogle format for ISBNs? Should the 3 hyphens be included in the number? Should the final x (when it occurs) be capitalized, lower case--or does it matter?

i don't know that froogle will look for a specific ISBN number as a pattern, but most us-american stores (that's what froogle searches) display the ISBN plain with no punktation (i think google's search algo removes also any '-').
assuming this, the x at the end should be added with no -.
btw, case is ignored completely.

Yes, include the dashes, and Google will automatically remove them.
