Is this link farming?

Some sort of scamming and I need to know how to report it.

Hello, one the clients i am doing a site for got an email.

It said he has been to his site and would like to add it to his Links section on three different pages. (the mail was from an "SEO" company)

I checked out the sites and first off they have NOTHING to do with the content on my clinets page, and second every single page is is linked to this SEO site. Sometimes there are to 2 links to this SEO company!

I figured this is link farming(am I correct?) and told my client it was a bad idea.

Should i report this SEO company to google? If so how exactly do i contact them?(i know of the report a link tool, but i did not exactly find the site through a search)

To report it go to Google and search for google spam report. I'll put the link in but it might get whacked
[google.com...]

Yes they are asking for a link back.

they have a high Page Rank but i did not think it was worth it.
