When google found a new site in their crawl that is not in their database yet, will a real human editor from google look at the site and determine whether it should be included in the google database?
I think this might be possible as some sites are block because 'it's contents do not fulfill the minimum quality set by google'. Any comments? And I heard some affiliates site will also be block from the database.

No they don't. There are filters in the algo that mark sites for hand review. What those are and how it works is secret information only known by Google.

The very foundation of Google is based around automation, as opposed to that of directories (which hadn review submissions). However, if you follow the PageRank concept, to get a decent rank in Google, you do need to get a few quality links from directories and other credible sites, who will review your site before linking to you anyway!
