I have a website in frames and I was wondering if putting optomized content that has to do with the site in the NOFRAMES tag would get me penalized in google?

Welcome to WebmasterWorld snowfishin.

To be safe, your noframes content should be usable when viewed by an editor.

Hi snowfishin,

I second rcjordan. Whatever you put there make sure it relates. Also put links to your home page and other important pages here to make sure they get spidered. Then link your home page to a site map.

Make it easy and Googlebot and other spiders will eat 'em all up.
