Backlink Listing Order

Are links listed first confirring more pagerank?

I presume this has already been discussed, but if it has, I can't seem to find it.

My questions is:

Do the backlinks listed show up in any particular order? For example, is the first one listed the most important or helpful? I'm not asking if the first one has the most pagerank, I'm asking if is confirring the most pagerank?

Looks like by PR to me, but I've not explored it...

My experience tells me that it's ranked by the most relevant pages (for that domain name) first- and that this is usually determined by a combination of PR and internal pages. As you get toward the end of the list of links, definitely the quality of pages (and relevancy) starts to show and decrease. As does the PR for the pages.
