I have a site that has had virtually no promotion except as a popunder page yet it is a PR0.
Is there any way I can identify why this is the case?

You have no backlinks in Google, that is the reason. Collect some Links from sites with more than PR3 and your site will receive more PR.

PR0 isn't a punishment, it just means you don't have even enough rank to get a PR1. Usually it doesn't take much effort to get out of PR0, just the wait for Google updates.

Petertdavis has it, you just have to wait, I have a new site that has been online since before the last update but I know that it wont see any serious action till january and thats if I am lucky ;)
Just keep collecting them links and keep adding the content.

Sometimes takes even longer than the very next update. Google has to see your site, and the links to it as well. I've had a couple times where I was disappointed because the next update the site was still PR0, just because Google hadn't indexed any of the links to it by then.

I have a few links that point to mine from high ranking sites (three with PR6) they all update their sites twice a week or more and have a regualr visit from the freshbot (it normaly gives a fresh date), so I am hoping that Google saw the links to my site.
I done some research on the sites before I asked for a link exchange :)
Of course still cant be sure, I could be waiting till Feb or even March :(
