Link exchange with pr3 sites

Hi, I have come accross a number of pr3 sites with only 5 - 6 links out. Plus I've come accross many sites with PR4 with a 30+ links out. Would the PR3 site be more valuable as a backlink than the PR4? Or should you just focus on sites with a pr4 and above?

A PR4 page with 30 links would give more PageRank than a PR3 page with five or six links, but there is a widely held feeling that the number of links (with helpful link text) helps in addition to PageRank.

I don't see how it could hurt. Is the site good? Do you expect that it gets (or will get) traffic that would be good traffic for your site? Today's PR3 site could be tomorrow's PR6 site. Anyway, if the site is decent I don't see how it could hurt you any. If you're looking at short-term gains, yes a PR6 site will help, but for long-range goals get all of them, even a new PR0 site that looks promising.
