IMO, Google's best option at this point is to provide a method where we could get the ranking of a URL for a particular keyword. This would give us the information we want, and are going to get, and reduce the load on Google's servers.

No it wouldn't. It would increase the load on their servers and still wouldn't eliminate the use of ranking apps.
born2drv's idea sounds more reasonable.
Google could even offer a report that could be generated and emailed to you for a fee. I would use it.
I agree and i'm pretty sure a few (about 25 of a hundred and a half) will sure pay for that services. Even got a phone for that today ;-)
Even if this is a bit funny (for the 150M/day queries vs the 200 or 1000 queries the software I was using each 2 month to crawl the first 20 results of one or two domains names) and try to educate my clients to checks theirs logs and referers since Google publish the Do and Don't. It is always a question of moderation and abuse I think!
Why would Google want to provide a service (even paid) for Webmasters to learn how to get higher in Google and work out their algo easier? they already provide clear general guidlines. If they did it would cause criticism that they are providing a way for commercial interests to get higher rankings when their brand is all about it being non-commercial in their main database.
Really,---- think about it. SEOs and online marketers on the whole make Google's job more difficult not easier. They can quite easily rank sites themselves without the help of web site owners. Toolbar PRs are really there for their users, not their suppliers, even tho of course suppliers use them a lot, and it may be to G's deteriment. But why offer a service which will just make it harder to maintain an objective index, even for money?
Because they can run these reports on off-peak times that will not slow down their servers. People are going to be pulling the data somehow anyways, no matter what you do. Whether it be from Google directly, or from AOL or Yahoo. You might as well give them a "legeal" means of getting it that benefits you as well.
I think they know this place has the best, sneakiest, most devious SEOs in the world. The guys ar google are smart. They believe in the old maxim, Keep your friends close and your enemies closer.
No way in a million years would they spoon feed you this data paid or unpaid. Your frustration shows that google's tactics are working.
They rather offer penalties for catching you and scare you into submission. And they always watch this forum closely to try and catch even some devious ones. So watch out everyone ;)
