Single Pages with over 200 links on each.

Could this cause a penalty or PR = 0?

I have like 200 sites on a client site that are all linked with each other, my main page has one link to "one" of those 200. Main page has a PR of 4, all other a PR of 0 except for the one the main page linked to (has a PR of 3).
All 200 pages have been indexed by Google.

Any ideas what I can do so all 200 pages can get a PR of at least 3?
