I think they try to use a special logo only when there is a high probability that the user will actually understand it. For example, I haven't seen any Thanksgiving logo, because I'm in Europe where there is no thanksgiving holiday.
Google might have a Eid Mubarak (the celebration at the end of the Ramadan, right? Please correct me if I'm wrong) logo, but they would probably only show it if they were sure it is a middle eastern user.

Yes, if they did one (and I don't know if they do), it would probably appear only to users who's IP address matched definitely Middle Eastern-based ISPs. There have been a lot of special holiday logos I haven't seen, simply because the holidays are not widely celebrated here in the US.
