How does Google link analysis treat links to named anchors

Specifically, when google performs its link analysis, does it treat <a href="http://www.mysite.com/index.html#anchor"> as if it were the same as <a href="http://www.mysite.com/index.html">, ie without the anchor.
Put another way, if lots of sites link to different named anchors on the same target page, does google give them the same weight in link analysis as if they were all links to the same page without the anchors?
