1. Circular linking. A links to B, B links to,
C links to A.
2. No direct reciprocal links between pages. A.index
links to B.index, B.index links back to A.2ndlevel.
Would either of these raise flags with Google?

...after that I wouldn't venture any further.
Bear in mind the only reciprocals here would be 1a to 2a, 2a to 3a, and 3a to 1a.
on the otherhand, if there are no independent incoming links, you want to be very careful about cross linking.
It really depends on the amount of external links each of the sites have. the thing the wm could do is: link on every index-page to the three other index-pages.
so: a <--> b , c <--> d, a <--> c, b <--> c, a <-->d, b <--> d
from what i have understood this is dangerous if this structure has only one inbound-link (two be spidered and fed some basic pr) and no outbounds. so googlebot would enter the structure and be trapped into it.
what about every page a, b, c, d has inbound-links from various inbounds from external sites.
case a. these inbounds go to the index-pages
case b. these inbounds go to subpages
i think this is still not safe.
if not let's assume all the domains have ALSO outbound-links
case c. these outbounds are on some subpages but every domain has at least one outbound link on one subpage
case d. these outbounds are on the index-pages
what do you think is a safe case a, b, c, or d?
I operate 10 sites. The sites have good Pr and links from many other good sites. I also link some pages together as a way to capitalize on traffic. every site links to my best performing site but it does not link back to any. we are talking a total of under 100 pages.
I am at risk for being seen as spam by GG? It may produce some advantage in terms of PR but the reason I do it is to increase sales because text links with content work the best. I have read a lot about crosslinking but am not sure what Google penalizes. I always felt like if you did not have reciprical links you would be safe. Either way the PR has to come from somewhere.
Any one with any experience or thoughts on this?
unfortunately no one seems to have precise answers on our issue. I had the following personal conclusion:
an interlinked system of 4-5 sites all linking from their homepages to the homepages of the other sites in order to guide visitors equally all over your sites is safe, IF:
1. these 4-5 sites have inbound-links from at least partially different external sites.
2. every single site also links out to at least one external independant site.
