I found this to be somewhat at odds in the new guidelines. I don't disagree with the intent it just could be clearer. Perhaps Google could create a directory of sites or seos that have shown to be ethical. Something similar to surfsafely where we would put a label in the head of the page showing that we have been proven to be, or pledged to be spam free.

Sometimes not the SEO ist spamming, but the webmaster does. Sometimes even after being educated how dangerous it could be to his site! If my asignment as external SEO is limited to 2 month, how can I be sure that any damage is caused by my advice and not by some intentional or unintentional act of the webmaster? Being nearer to the site, he/she has more chances to make something damaging. Probably it would be a good idea to ask the client to give a guarantee that he/she will not make use of e.g. hidden links, links to link-farms, etc.
