I'm considering using noimageindex on some of my pages. Will that stop Gbot fom indexing the associated items like alt text and will it index and follow links from such images?

Just add the lines...

User-agent: Googlebot-Image
Disallow: /

to your robots.txt file to avoid any possible confusion and to prevent the possibility of you 'forgetting' to add it to a new page.

Yeah I can do that but what I'm hoping to find out is if using either method will do what I'm hoping for and no more. I just want the pictures to not show up in the Google images index. I still am hoping that stuff like alt text and the links in image links will be indexed for regular Google.

As far as I am aware they are completely different entities. Dissalowing the image-bot does not affect the behaviour of Googlebot, So all your alt attributes would be crawled as usual.
