Multple Title tags?

what is the effect . . . of mulitple title tags on a page. i was researching my competition tonight and came across a site that rated fairly high for some of my search terms and i notice three separate lines of title tags. The page is at: "<url snip>"

Questions: Is this proper programming? what are the advantages? How does the Google engine handle such tags. Could they improve ranking?

In the old days, you could get some good mileage out of multiple titles, but it doesn't help much any more.

google will pickup the first title and ignore the second.

Same is true for any duplicate page tags.
