Strange google behaviour

Hi to everybody
I tell you my strange story:
I have 2 sites with PR=5 and in their pages I have linked my new site.
Then I have submit my new site on google.
The result? My new site is sometimes on google's database (thousands of people enter in it) and other time is off on the same.
With many keywords my new site results the first (when it's on) but the real strange thing is that the PR= nothing.

up and down....up and down....

Someone can explain to me what's on earth is going on? :)
Many other webmaster are living the same suffering.

And I want to point that is the first time this happens to me.

They seem to be rotating results...something joe surfer might or might not like, but it's frustrating for us webmasters!

Try doing a site search [searchengineworld.com] on everflux or reading some of the recent threads in the Google News forum [webmasterworld.com] (this one). I'm sure that after you read up on the recent happenings with Google, you'll understand what's going on a lot better!
