I was looking at one of our competitors site witha PR of 7, and I noticed most of the backword links were to sites that presented their banner ads, not links. Some of the sites with banner ads had a PR7 or 8.
It looks like Google counts your banner ads on other sites as PR. Has anybody noticed this.

A banner ad can be a link. It's just an image link. If your thinking about following suit, make sure that there is no dynamic tracking on the ad that will stop a bot.

only crucial difference between a banner ad and a text in this case would be "Anchor Text"

Didn't Google change its algorithm, so that links without anchor text does not count.
This would make banner advertising useless for PR purposes.

There are banners carefully contructed to look like 468x60 graphic banners that are 100% html. If sites use banner-serving software that is basically ssi, this pseudo-banner is then seen as part of the page by spiders. Note, too, that these banners are usually positioned at the top of the page --good spot to grab the bot's attention.
