Is a page of just internal links a problem?

I recently added a "Site Map" to my site. It's just a list of all 200+ URL's on my site, organized into about a dozen categories. Aside from an introductory paragraph, there's very little "non-link" text. The page is intended for users who want to see every one of my pages, or find a specific one.
Is a page like this problem for Google? Is it spam in some sense. A year or two ago, and AltaVista tech told me that AltaVista WOULD consider such a page as spam.

I very much doubt that it would be considered spam. It helps Googlebot navigate as much as it helps human users :)

Most SEO's (myself included) actually encourage the use of site maps.

How about letting spiders find the files from my site's forum? By removing the "disallow cgi_bin" from robots.txt?

Isn't the content of those messages just "content," phrased and mis-spelled and abbreviated the way real people do, as they also might do in search queries?
