Quality Links vs. Cross-Links

How do you define the difference?

Let's say my site is about widgets available in city X. I go out and find some nice high-PR sites about city X, and offer to exchange links with them.

Since my site does pertain to city X, they agree to link to my site, and I offer them a reciprocal link since my widget-purchasers in city X may also be interested in other information about city X.

So - both of us have added on-topic links, but we've cross-linked.

Is this bad or good?

As I understand it, that's fine bnhall.

If however, you and your link exchange partner agreed to link every one of your pages with every one of the other site's pages, that would not be fine, that would be bad.
