Is it allowable to create a directory for an area (geographical) with a given domain and insert into a frameset another domain (category within the area) and have them both rank well on a standalone basis? This seems like in some cases it could be ok (maybe) but that if it were ok then one could alter the frameset until the two pages were nearly or completely identical to the end user. No URL's because, yes, this is a competitor(s). In this case there is no hiding of the frameset, although there is some funky code (old school spam). I suppose it's pertinent to mention that WHOIS shows identical info for both domains.
Also, is there any reason, other than to fool people trying to catch you, to have your source code start off the viewable screen when using view source. It usually is a big tip off for me and seems like something Googlebot could pick up on easily too.
