Nearly all search engines pay no attention to that specific tag but I would myself put it only on the homepage just in case.

Careful!

Somewhere around here I saw a thread that stated that Inktomi's default - if the <meta robots> tag is absent - is "index, nofollow"

Maybe it wasn't Ink, but whatever it was, I added the "index, follow" tag to all my important pages, not just "index.html"

Agreeing with Jim, I also use it routinely with index, follow unless something else is needed.

All evidence says the tag is archaic and non supported

I keep it on all my pages. After all, it's only one line. You lose little if it's ignored, but gain if it's needed.

Google does support the META robots tag.

"index, follow" is the default, so not having one is no problem unless you want to exclude some pages.
