If you have a site that gets banned and you buy a new domain, can you start getting links to that domain and get the site back in or does googlebot have some way of knowing if this site was band before?

With a new domain and a new IP address, probably so.
But I'd say the most critical thing would be to figure out why you were banned and fix that before doing anything else!
