People don't seem to be picking up fresh PageRank penalties for cross-linking their otherwise clean sites to the same extent that they used to (maybe just because less people do it?), but the approach you describe was a very clear trend in the 'PR0 penalties' earlier this year.
If you search this site [searchengineworld.com] for PR0 then you'll find a lot of experiences regarding it, but be warned that hard facts about Google penalties are rare.
Those are the only outbound links on any of those pages, and NONE of them have any problems at all.
And not just these sites either - I have been crosslinking related sites for years and never experienced a penalty for any of them.
Whether it has been from a main page or 'links' page doesnt seem to matter.
(of course it DOES always help to have outbound links to other sources, if only to let the spiders know who's linking reciprocally to you!)
Crosslinking is not going to get you a PR0. Don't stress over it.
