Correct me if I'm wrong; The number of web sites that are linking to your site is an important factor in
getting high in the rankings.
That's true.
But does it matter who is linking to you?
It sure does. You don't want to be linked to by link farms or any other sites that Google has classified as bad/spam.
For example, if my site
is listed on most search engines, will that improve my ranking seeing as how they are linking to me,
or are the search results of search engines not indexed?
Yep, it'll help. You can find Yahoo Directory listings, ODP Directory listings, etc., in Google's SERPs. Note that I've referenced two directories. I don't believe most search engines crawl other crawlers, just directories. But I'd love to be corrected on that if I'm wrong.

park figure of how many sites should be linking to me before I can get some results.
With Google it only takes one inbound link as long as the one site linking to you is in their index.

Beyond that, finding good specialty directories to submit to is worth effort, but those generally take some looking around for.
