The issue I'm encountering is that GoogleBot will not peruse the links of the site, which I can somewhat understand because of the nested frames complication. However, I have tried to move the relevant copy along with static html links to the noframes area of the key pages with no success. Furthermore, Google's cache contains absolutely no visible content.
Am I overlooking something obvious here or does Google not care for links within noframes content? Is there another workaround to this issue perhaps?

Its rediculous... Technology is there to be utilized, use php as it makes your life easier to use a database that creating 3000 static pages...
If Google are incapable of indexing php, asp and other dynamic content as good as they can static content then thats their problem. Sure it would be great to have Google giving you millions of referrals daily, but IŽd rather have half the hits and a less pain in the *** website to be honest.
Google need to get with it when it comes to dynamic content, I shouldnŽt have to out of my way to design a site with static content so that THEY can archive, cache and republish it, whilst sticking at the top of the cache pages, "Bookmark this page and not the original", go figure!
