If I use (noindex, follow) will the page rank of the linked to pages be less than if I had used (index, follow)

PageRank is the combination of your link popularity and link reputation. Simply put, PageRank will be distributed based on outgoing links. The meta robots command doesn't always get picked up and has been known to be ignored, especially by GoogleBot. However, if it does read it, PageRank will still be dispursed, just the content of the page will not be indexed.
