No Index, Follow What does it do

Effect of no index follow on outbound links link popularity

I have a client with a link page. He links to others who provide a similar service in other geographic areas. They in turn link back to him. However when you search Google for the name of one of his link partners, my clients link page comes up first.

If I put noindex, follow in the the robots meta tag then I assume that most of the time the robots will not index the page and will follow the link. Will they also use the outbound links in calculating the links to the various sites. I don't want to reduce link popularity of the receiving sites.

noindex is all that will matter - it is the same as using robots.txt.
nofollow is not supported by Google.
