Some here have said that if the PR is much higher than the site it's pointing to that the PR will not pass. Some have said that it must be on-topic to pass PR.
What I've settled on is authority and on-topic sites without a ton of regard to PR. IMHO
I do believe this to be not good idea, I have included such high PR paid links for many of my site but I did not find any change either in PR or in Position. It is almost 2+ months that I linked to such site.

Call the webmasters that are currently buying links there (take info with a grain of salt), look at how/if the links are working for current sites they're linking to, ask for testimonials, ask friends in the industry.

No, I said that you may be waiting up to, not at least, 6 months. There's been some speculation as to how Google handles link age from high PR pages.
Yes, I have been reading this for many month now that:
"you should not buy links - Google will penalize you".
However, I fail to understand, how can anyone find whether I have purchased a link? It not even possible for humans to find out whether I have purchased a link or someone has genuinly linked to me.
And how can an algo find out whether I have purchased a link!? << Any logical answers to this?

Remember when paying for a link there are a lot of things someone can do not to pass the page rank to you so watch out for that as well.
Many of the sites (that you buy pr from) require that you pay them 3 months upfront for the links, so its a big gamble with no guarantees. If you are targeting a highly competitive industry, then you need tons of links which = $ , and sometimes you will not get any ROI.
Buying links can be part of a strategy but is not the knight in shining armor as some think it is.
