Is it possible to tell google (by sending some kind if language header) that this is a norwegian website?
Check out:
[webmasterworld.com...] and [webmasterworld.com...]
Also, try using both the <body lang="no"> tag and the meta tag
<meta NAME="lang" content="no">
But the best way to explain to Google that your site is of interest for Norwegian surfers is to get other (preferrably Norway based) Norwegian sites to link to it.
