I'm new to the SEO arena, and I was looking for some clarification with reguards to google placement.

currently on my key word phrase I'm not in the top 500

a very popular 2 word key phrase I'm listed accordingly using the following searches in google.

allintitle:Key Phrase (#3)
allinanchor:Key Phrase (#6)
allintext:Key Phrase (#6)

I have 2 inbound links from PR6 sites
and 10 links from PR4 above sites.

should I just keep looking for good quality links, or should I start barking up another tree?

Look for quality links, but also look for that 3 word associated phrase. Target all the lesser kw combos you can think of to pick up some bottom feeder traffic that is there. imho, it is better to target those 3-4 and even 5 word phrases, than to stress out about the 2 word phrase. You do that by cranking out the content and letting the engine come to you.

Your "on page" factors are solid, as you rank well in the "big three". However, Google is high on "off page" factors, so start building your reputation. Brett's advice on content building is solid, as usual.
