Links exchange! Is it worth it now?

I think I losing positon on Google.

Before two month our site (Home page PR6) was #3 on Google for main keywords, but today is #7.

What I must do?
Links exchange! Is it worth it now?
Or something else?
Please help!

Quality link exchange with caution and with selected keywords in anchor. That's the key man!
And mind it its an evergoing process, you can't stop if you want to stay ahead.
