I have a small collection of mini sites that are rotate on different hosting services. One links to the other the other links to the next until they complete one large circle. I think that I have been penalized by Google. My main question is can I still have a decent page rank and be indexed but be blacklisted at the same time. My reports indicate that Google crawls my site just about every other day. Does anyone have any advise?

If your banned, you can't rank!
Disconnect the links and get new links in for each site from different legitimate sources. Perhaps your closed circle of links is so closed that google has just lost you? Get some new links in and see what happens.
