Newest Site Has a PR of 0 (zero)

How soon can I expect it to hit "1"?

I am building incoming links and have about two dozen right now.

Is there any rule of thumb for how quickly the PR might go up one digit at a time if I apply the advice available on this site? I am not expecting anything but a general ball-park opnion from the vets here.

Pay no attention to the man behind the curtain. Umm...I mean pay no attention to the toolbar. Ignore the toolbar, and check the SERPs. THAT is what counts.

Well, I'm glad that you said that. However, so many peeps here seem fixated on PR.

Check out some of the other threads here.. toolbar PR apparently hasn't updated for new pages for anyone since sometime in June! So nobody can answer your question except to say be patient - its out of our control. (And yes PR0 is a huge pain if you are trying to acquire links)

Cause you will be discriminated if you did not have PR or have a low PR. :(

Google spend time for updating pagerank in toolbar a couple months. It is extranal pagerank value. But google usually update the internal pagerank which are not appeared anywhere.

This is human nature. Reminds me of an episode of a British comedy series from the 1970s. In that episode all the black people in South Africa move elsewhere. Forcing the white folks there to come up with "apartheight", where all the short people are discriminated against. ;) Looks like in the 21st century it's sites are not judged by their content, but their PR.
