After redesigning i started an aggresive link exchange and at the time the site had a page rank of 2.
Two months down the line, the site had a pagerank of 0.
My hunch was that the site was being penalised.
After talking with the client he told me he had copied most of the new site material (about 70%) from another very popular website word for word!
What are the implications of this? I have instructed the client to give me new information based on his experiences and research.
How long will google take to index the site once the site content is changed or will it never be highly ranked?

Then chances are, they had a higher PR, a lot more backlinks and had been around longer, so yea, you're prob the one being penalized.

I would also explain very clearly to the site owner what copyright and the DMCA are and how copying content could cause you to lose your hosting and/or more.
Get the new content up and then you'll simply have to wait. Google should update the page see the content is different, but there are no guarantees on the length of time it will take them or that they will 100% do it at all. IME anyway. Good luck.
Another company profits from another company's hard work, in many cases, weeks and weeks of hard work to build a unique information website. Google do not really seem to stamp this out.
I found a few websites last night that took the whole copy from our website and just modified the text a little to make it appear unique. I am now plotting my revenge.

I would say that has been true for years but IMO has been substantially changing as of August. I think Google is targeting very large sites with a lot of similar content carrying Adsense. Another words to control the spam a lot of innocent smaller sites will get hurt.
I would ditch any client dealing in copyright violations.
Same content on two sites, the higher PR (authority site) will appear for the search terms and not the other sites. Google ignores duplicate content. Correct me if I am wrong.
I know many sites with articles from free content sites rank for the same article. Also, news is duplicated and ranking all the time (do a search for: Two US marines have been killed in the past 48)
