If I were to submit all of the sites my new backlinks are on to google, will this get google to crawl those sites faster and see my links on them?

I wouldn't submit URL's to G. they will find them all within short order.

It sure couldn't hurt if you have nothing better to do with your time.
I suspect that Google's submission form is just a placebo. Does anyone have any evidence that it actually does anything?

Would be a waste of time IMO. If their decent links, google will find them without any need for submission. There are so many other things you could do that would be a lot more productive. Like reading here at WebmasterWorld or tweaking and/or adding to your site(s).

Sure submit the important ones. It only takes a second and their is no downside.
