Making affiliate links count toward PR?

I am setting up my own affiliate program for a currently content rich site that googlebot seems to enjoy. I plan for the new inbound affiliate urls to point to nearly identical welcome pages that will set an affiliate id cookie. The inbound links will look like this:

www.mydomain.com/welcome_af001.html --- Affiliate 1
www.mydomain.com/welcome_af002.html --- Affiliate 2 ... etc.
(I am using mod_rewrite ... welcome.php?aff_id=001)

The links on the nearly identical welcome pages point to the standard content rich site.

If I use <meta name="robots" content="noindex,follow"> only on the nearly identical welcome pages, will googlebot still:
a) crawl into the site;
b) ignore the fact that there are many nearly identical "noindex,follow" welcome pages;
c) count the inbound links towards PageRank?

If the User Agent is Googlebot, use a 301 redirect to the page with no affiliate ID.
