I am currently in a discussion where someone insists that a PR0 site linking TO you can hurt you.
Yet you have no control of who links to you.
Any thoughts? Or point me to already exisitng threads (I found it hard to search for this particular discussion here)
Many competitor will link to my site with PR0 and it will hurt me and ultimately helping them, a bad war will start, noone will promote such thing.
So donot worry who links to you.
One aspect which bothers me is related

when you do a related: query for your site, what all do you get, if few bad neighbours come in the query, make sure you find the reason to it. We ask them to remove us or remove the bad neighbours from same page, (if Site A and Site B are placed on Page 1 of any site then A and B can be considered related), this may or may not effect in long run.

links coming to you will never hurt as the SEs will never promote such things which can give birth to bad tactics.
But they do make mistakes.
I believe there is plenty of evidence that your site can be affected by other sites linking to you without a reciprocal link.
The odd one or two won't matter, but an orchestrated campaign of enemy action..... different story IMO.
If say someone with over 100 casino sites links to my PR7 finacial site, will that make it down? I am sure it will not.
Those 100 links may not be counted for good but surely will never be counted for bad.

I wouldn't be so sure. We did some testing and saw our serps position drop from 40 to 400+ after adding links from the homepages of a group of 50 seedy sites we took over.
This was the only change and none of the other sites we monitored during the same period saw any signicant changes.
But, after about 3 weeks with no changes (still having the links from bad sites) we came back to 30-40 range.
Nothing definite, but seems worth looking into.
I'd also check its allinurl type output. If Google has an extensive number of pages in it, its ok. I'd also check the inbound links to the PR0 site to see who is linking to it.
Two of my biggest refferals right now are links from a major manufacturer for a new product they've launched -- from their new product site. Which is guess what .. PR0. The other is a brand new eWeek article.
I'd not be worried about those two links.

Since it came back , I donot think it played any role, as far I think, they(SE algos) will never do this.
Thematic site links help to great extent (may be a weight of x)
non thematic sites will help only .1x (just an approx), but they contribute PR and PR0 sites are not bad sites, some may be new and some may be unaware of this linking policies till now.
BUT HARMing your SERP, definitly not, but thing which you must be aware of,
Page 1 of casinosite.com has a link to
1) financewidget.com
2) Adultwidget.com
3) Casinonetworkwidget.com
Now see finace adult and casino site on a single page, so they will considered related, if this happenes on many pages it may somehow damage your repo in finance sphere of Search engines.
I generally ask them to remove my sites , if I come across such pages. Even such things should not hamper your ranking but as someone said they can make mistakes.
So uncertaintly is the fun part and guessing will help you decide.

They say it shouldn't, and it makes sense that they shouldn't allow it, but that supposes that they are able to factor this into an increasingly complicated link based algo.
I agree with this. Inbound one way links should generally not affect you. However there can be exceptions.
I remember a year of so back we had this debate (which included GG) and a few moderators noted that there were some exceptions (thats as far as I can remember. Can be wrong).
