google listing with no keyword

site is listed but doesn't have the keyword

Hi,

I have a question about something I noticed on google.
When I type in a keyword for which I rate high (4th) the site that comes just before me does not have that keyword anywere on it's site, not even in a hidden text or meta-tag.
How is this possible?
The site does have the keyword in another language (so the translation), but I don't think this can affect it's rating (google can't be that smart, can it?).
How do they do this?

This site has keywords in the links pointing towards it. Keywords in anchor text. Use these commands to check:

allinanchor:keyword

allisubject:keyword

if your competitors site is present with allinanchor commad and not present with allinsubject it means that anchor bombing has got him in the top.

Thanks for the reply,

if i type in google 'allinanchor: <mykeyword>' he does show up in the results (I don't!)
he doesn't for the allinsubject command

if in google i type in their URL and click on the 'Find web pages that link to ***' option, only 1 page shows up and this page does not have the keyword either (not not in the same language anyway)

how does this anchor bombing work? Can Google penalise for it?
can I do it with my page?
