I have a relatively new small (20 page) site for which I'm slowley building a few links. The latest PR update yielded 4/10 for the homepage. The remianing pages are all well crosslinked with SE friendly menus (though they do use small querystrings)and a site map. All sub pages are 0/10, with the exception of one almost orphaned page that built a month ago to replace an existing page, then I reverted back to the exiting page. One or two links were left to the replacement page (hence semi-orphaned) and it shows PR 3/10.
Is the PR 0/10 neccessarily a penalty? I did have an episode where I got heavy with locality keywords and my pages dissappeared in the SERPS. I backed that out and re-appeared in about a week (that was part of the creation of the page mentioned previously). All pages perform relatively well for the local niche they're targeting.
