Automated API query of listing position of a particular page?

Is this available? Does this make sense?

I want to display reciprocal links on many pages of my site, and would like to display the outbound links WHICH ARE OF MOST IMPORTANCE TO MY SITE at the top of each page (or only display the 20 most important outbound links)

To measure importance of an outbound (and reciprocal inbound) link...

Ideally I should score an inbound link by:
1) The PageRank of the page which contains the link
2) The performance of this page, for my chosen keywords

IN other words if you search Google for your chosen keyword, where does your linking partners page (containing the link to you) come in the Google results.

Is there a way to query this automatically, i.e. run a Google search and get back the result listing position of a particular page?

Any help appreciated.
