Site A has 10 links on its homepage, one of those links points to widget.html.

Site B has 15 links on its homepage, one of those links points to widget.html.

Both Site A and Site B have a pr of 5.

Does widget.html on Site A have a higher PR then on site B?

If so, is their any way to mask some links on the homepage in such a way that Googles spiders can't follow them?

Also, is there a minimum number of links before the PR starts getting split?

Yes, if the home pages of site A and B have the same PR, i.e. not only the PR shown in the toolbar is the same but also the real PR.

No, the transferred PR is splitted by the number of links independent from the number.

Yes, but not necessarily. Remember, PR is not actually a whole number. Site A could be 5.00002294 and Site B could be 5.938272. You don't really know what you start out with, so it's possible that it could be yes it has higher PR and no it doesn't.

It also depends on how many outgoing links are on pages, as well.

It also depends on the rest of your internal linking. I would assume that you would also have other internal pages linking to that page.

There are also so many other factors to consider that there probably would not be much difference in the position in the SERPs between those two examples.
