It's pretty good, touching on all the major points and ramifications, and doesn't miss the problems of SEO spamming and the detente between Google and webmasters. Nice overview.

Imho this does not fall into the category of a first class academic paper. It does not contain anything new and has too many inaccuracies to have been peer reviewed.
