Google - Backward Links Within Site

One of our competitors sites has well over 200 backward links listed on Google. Compared to our measly 4 this looks really bad but the strange thing is 90% of the links come from within their own site. Both sites are php based, both have approximately the same amount of content. Ours has been up for longer but is less well known. Essentially if you exclude their own incestuous links we have the same number. What's going on here? Every page on our site also has a link back to the main page.

Usually, this happens because Google only shows links from pages above some PageRank threshold.

While links below the threshold don't show in a link: search, they do count as backlinks for ranking purposes.
