Google should...

To know the quality of their results

Google should go out into middle America, England, or where ever and have a scavenger search. Ask average people to pick ten things that interest them, then search for them on Google and see if they are happy with the results.

The folks behind the walls of the Google-plex have no real way of knowing what the general public feels unless they ask.

But don't just see if the searcher is pleased or disappointed. Look at what they found that made them pleased or disappointed. Was what google calls spam helpful, or a problem? Was the search successful?

We webmasters have too many dogs in the fight to be of much use to Google's refining process. But Joe and Sally Public cut right to the heart of the matter. What else would help Google judge the "real" quality of their product?
